On the morning of 9/12, Prime Minister Pham Minh Chinh chaired an online meeting with ministries, agencies, and localities regarding the Quang Trung campaign, which aims to build new and repair homes for residents in storm and flood-affected areas. He thanked Dak Lak, Gia Lai, Khanh Hoa, Quang Ngai, and Lam Dong provinces, along with military and police forces, for their active involvement, noting that many houses have already begun construction or repair.
The head of government also sternly criticized Quang Tri province, where 12 households with severely damaged homes due to storms remain unrepaired, forcing residents into temporary accommodation. The Prime Minister requested the locality to submit a detailed report on this matter by 5 p.m. that same day.
The government leader stressed that "the Quang Trung campaign, though without the sound of gunfire, must achieve a resounding victory" to bring joy and happiness to residents, especially those who lost their homes or had them damaged after recent historic floods. He urged localities to accelerate implementation with full responsibility and heartfelt dedication, aiming to complete new house construction by 31/1/2026 and all damaged house repairs by December.

Beyond state resources, the Prime Minister suggested mobilizing societal contributions, guided by the principle: "whoever has something contributes that; whoever has assets contributes assets; whoever has labor contributes labor; whoever has little contributes little, whoever has much contributes much; help wherever it is convenient." For those who have lost their homes, he stated, "no matter the challenges, the work must be done." Ministries and agencies facing difficulties must report them immediately for prompt resolution by the government and the Prime Minister.
The Prime Minister instructed provincial and city secretaries and chairpersons to personally dedicate time to overseeing and directing implementation. The Ministry of Agriculture and Environment is tasked with guiding land-related issues. The Ministry of Construction will provide support for house designs. The Ministry of Finance will balance and allocate financial resources for the campaign.
The Prime Minister launched the Quang Trung campaign to build new and repair damaged homes for residents in late September. This initiative followed his inspection of recovery efforts after the most severe floods in decades in the South Central Coast and Central Highlands, with the goal of quickly returning residents to normal life.
Recent storms and floods in the Central and Central Highlands provinces resulted in 1,635 collapsed houses and 39,461 damaged homes. To date, localities have initiated construction for 971 new houses, with 479 already completed. Additionally, 34,627 houses have been repaired, and 3,943 are currently undergoing repairs.
