The Ministry of Justice is currently appraising the draft amendment to the Social Insurance Law, prepared by the Ministry of Home Affairs. The bill is expected to be presented to the National Assembly for feedback and approval during its October session.
In its latest version, the drafting agency proposes amending the law to allow beneficiaries to authorize another person in writing to claim benefits, while eliminating the 12-month maximum validity. The current law stipulates that authorization documents for receiving pensions, social insurance benefits, and other entitlements are valid for a maximum of 12 months from the date of establishment and must be certified.
The new draft proposes that authorization will adhere to civil law regulations. The Social Insurance agency will manage beneficiaries by connecting and sharing information and data with national and specialized databases, such as those for population and civil status. It will also be responsible for coordinating to verify the eligibility of recipients.

The amended law aims to stipulate that pension and social insurance benefits will be disbursed "through the beneficiary's account," with the Government tasked to provide detailed regulations.
Additionally, the Ministry of Home Affairs proposes that social insurance books be issued digitally. A paper copy will be provided upon request from the participant, with both formats holding equal legal value.
Across the country, over 3,4 million people receive pensions and benefits. Of these, over 11,500 people receive 20 million dong or more per month; nearly 418,500 people receive 10 million to under 20 million dong; 1,063 million people receive 6 million to under 10 million dong; 1,347 million people receive 3 million to under 6 million dong; 144,850 people receive 2,34 million to under 3 million dong; and nearly 419,400 people receive under 2,34 million dong, which is equivalent to the basic salary.
