This directive was issued during a site visit and progress report meeting on July 12 at the intersection of Ring Road 3 with the Ho Chi Minh City - Trung Luong Expressway and the Ben Luc - Long Thanh Expressway in My Yen commune, Tay Ninh province.
"This is a key national project and needs to be completed on schedule to be operational in 2025," Minister Tran Hong Minh said.

Tay Ninh province People's Committee affirmed their commitment to collaborate closely with relevant units to ensure the project meets the government's deadlines.
The Ring Road 3 project spans over 90 km, passing through Ho Chi Minh City, Dong Nai, and Tay Ninh, with a total investment of over 75,400 billion VND. The route is expected to create a transportation corridor, boosting urban and industrial development in the southern key economic zone.
The 6.8 km section through Tay Ninh province comprises two component projects with a total investment of 4,208 billion VND, including 3,040 billion VND for construction and over 1,160 billion VND for site clearance and resettlement.
Site clearance for this section is 100% complete, and the resettlement area has been finished, with all plots handed over to affected households.

The project's three main construction packages are underway simultaneously, reaching approximately 78% completion. However, disbursement has only reached over 20% of the 2025 capital plan.
At the intersection of Ring Road 3 and the Ben Luc - Long Thanh Expressway, the overpass, slip roads, lighting system, and traffic safety features are complete and were handed over to the expressway management on 15/5 for opening.

The main section's roadbed is scheduled to have its crushed stone base completed by 31/8, asphalt paving by the end of September, and a technical opening by the end of October. The bridge section will have its girder launching and deck concrete pouring finished in August, followed by asphalt paving and railing installation in September.
The intersections with the Ho Chi Minh City - Trung Luong and Ben Luc - Long Thanh expressways are also under construction concurrently, with the foundation expected to be completed by the end of August, asphalt paving by the end of September, and technical opening before 31/10.
