Supreme People's Procuracy appoints four more prosecutors

On the afternoon of 24/8, Party General Secretary and President To Lam presented appointment decisions to four new prosecutors of the Supreme People's Procuracy: Le Van Dong, Dao Thinh Cuong, Tran The Kinh, and Nguyen Duc Bang.

The appointment decisions for the four Supreme People's Procuracy prosecutors were presented to: Le Van Dong, 51, a senior prosecutor and director of the TP HCM People's Procuracy; Dao Thinh Cuong, 59, a senior prosecutor and director of the Department of Prosecution and Investigation Supervision for Economic and Corruption Cases, Supreme People's Procuracy; Tran The Kinh, 50, a senior prosecutor and director of the Department of Civil Case Supervision, Supreme People's Procuracy; and Nguyen Duc Bang, 52, a senior prosecutor and head of the investigative agency of the Supreme People's Procuracy.

Speaking at the ceremony, Party General Secretary and President To Lam emphasized that the law sets high standards for Supreme People's Procuracy prosecutors regarding their integrity, fortitude, professional qualifications, and ability to direct and manage prosecution work, supervise judicial activities, and resolve important issues within the Supreme People's Procuracy's jurisdiction.

This appointment recognizes the dedication, training, and contributions of the four individuals, while also placing new responsibilities on them to be more exemplary, resolute, proficient, and accountable.

The People's Procuracy system operates on a three-tier model and is piloting civil lawsuits to protect the civil rights of vulnerable groups or public interests when there is no plaintiff.

He emphasized that crime is increasingly complex, transnational, and exploits high technology, digital data, and digital assets. The Procuracy must innovate its thinking and methods, ensuring strict law enforcement while protecting human rights, civil rights, and a safe legal environment for development.

In this context, the Party General Secretary and President demanded that each prosecutor deeply understand that their granted authority is a component of state power, to be used solely to protect the Constitution and laws, justice, human rights, civil rights, and the legitimate interests of the people.

Prosecutors must not abuse power; avoid shirking responsibility; and prevent pressure, personal relationships, private interests, group interests, or unlawful interference from influencing their professional duties.

"Strict prosecution does not mean conviction at all costs. The power of prosecution must stem from legal evidence, objective truth, rigorous legal arguments, and impartiality," he stated.

Accepting his new role, Le Van Dong stated his commitment to continuously learning to improve his capacity, qualifications, and leadership methods; adhering to discipline and regulations; working with the highest sense of responsibility; maintaining unity within agencies, units, and key leaders of the sector; and coordinating closely with relevant agencies in fulfilling his duties.

The Supreme People's Procuracy is currently led by Director Nguyen Huy Tien, assisted by six deputy directors.

According to the Constitution and the Law on Organization of the People's Procuracy 2014 (amended and supplemented in 2025), the People's Procuracy is an independent state agency system within the organizational structure of state bodies.

The People's Procuracy is organized vertically into three levels, comprising: the Supreme People's Procuracy; provincial and city-level People's Procuracies (currently 34 provincial-level People's Procuracies); and regional People's Procuracies (currently 355 regional People's Procuracies).

Within the People's Procuracy system are the Military Procuracies, which include: the Central Military Procuracy; military zone and equivalent military procuracies; and regional military procuracies.
