The 48 km section within the former Binh Duong province will be a separate project. The remaining 160 km, including over 38 km through Ho Chi Minh City, 46 km through Dong Nai, and over 78 km through Tay Ninh, will be divided into 10 component projects. The total investment for the entire route is over 120,400 billion VND, comprising over 29,600 billion VND from the central budget, over 40,000 billion VND from local budgets, and approximately 50,600 billion VND mobilized by investors.
In Tay Ninh, the project passes through 15 communes, such as Hau Nghia, Duc Lap, Hoa Khanh, Ben Luc, Rach Kien, and My Loc. It begins at Thay Cai bridge (Hau Nghia commune) and ends at Hiep Phuoc port (Hiep Phuoc commune, Ho Chi Minh City).

In the first phase, the road will have 4 expressway lanes with a design speed of 100 km/h and a roadbed width of 25.5 m. Discontinuous parallel roads will be built on both sides. Upon completion, the route will have 8 lanes, with parallel roads of at least 2 lanes and a speed of 60 km/h. The project is expected to begin construction this year and be completed after 4 years.
