Han, 56 years old and originally from Tra Vinh, holds a master's degree in education management, a bachelor's degree in administration, and a bachelor's degree in literary pedagogy. He has held various positions, including Secretary of Cang Long District Party Committee, Vice Chairman of Tra Vinh Provincial People's Committee, Chairman of Tra Vinh Provincial People's Committee, Vice Secretary of Vinh Long Provincial Party Committee, and Chairman of the Vietnam Fatherland Front Committee of Vinh Long province.

The vice chairpersons of the Provincial People's Committee include: Nguyen Hong Thanh, Nguyen Minh Lam, Doan Trung Kien, Pham Tan Hoa, and Huynh Van Son.
The Tay Ninh Provincial People's Council also re-elected Nguyen Manh Hung, Standing Vice Secretary of the Provincial Party Committee, as Chairman of the Provincial People's Council for the 2026-2031 term. In Ca Mau, Pham Van Thieu, 56 years old and Vice Secretary of the Provincial Party Committee, was re-elected as Chairman of the Provincial People's Council for the 2026-2031 term. Thieu, originally from Ca Mau, holds a master's degree in economic management, a bachelor's degree in law, and a bachelor's degree in philosophy.
The vice chairpersons of the Ca Mau Provincial People's Council include: Le Thi Nhung, Bui Tan Bay, and Phan Hoang Vu.
Ca Mau, after its consolidation with Bac Lieu, covers an area of over 7,900 km2 and has a population of over 2.6 million people. Its location, bordering the sea on three sides, provides favorable conditions for developing a marine economy and aquaculture.
