This directive was issued by Nguyen Van Ut, chairman of the Tay Ninh People's Committee, during a field inspection and meeting with relevant departments and localities on July 9.
The 51-km HCM City - Moc Bai expressway project, with a total investment of over 19,600 billion VND, received investment approval from the government in August 2024. The first phase will be implemented under the build-operate-transfer (BOT) model, with 4 lanes and an emergency stopping lane.

The route passes through HCM City and Tay Ninh province. Tay Ninh is responsible for a 26.3-km section, component 4, which involves compensation, support, and resettlement, with a total cost of over 1,500 billion VND.
According to the Tay Ninh People's Committee, the section passing through Tay Ninh affects over 2,250 households and 17 organizations. As of June 26, the locality had paid compensation to 769 households, totaling over 1,000 billion VND, achieving over 44%.
At the meeting, local leaders reported that the payment progress was delayed by 13 days due to the administrative unit merger. Specifically, the regional land fund development centers received new seals on July 7 and registered treasury accounts for disbursement on July 8.

Chairman Nguyen Van Ut requested that units prioritize allocating funds for affected residents and expedite the completion of resettlement areas. He also suggested that localities and departments consider establishing district-level compensation and site clearance councils, as before, to accelerate progress, despite the lack of new guidelines.
"The province aims to complete the land handover by mid-August to ensure the progress of this key national project," Mr. Ut said.

Upon completion, the HCM City - Moc Bai expressway is expected to alleviate traffic pressure on National Highway 22, shorten travel time from HCM City to the Moc Bai international border gate (Tay Ninh), connect with Cambodia, and boost development in the key southern economic zone.
