The People's Committee of Thanh Hoa province recently deployed 15 officials from provincial agencies, including the Office of the Provincial People's Committee, the Department of Finance, the Department of Justice, the Department of Construction, and the Land Registration Office, to work in the two border communes of Muong Lat (7 officials) and Pu Nhi (8 officials). The 6-month deployment began on 14/7.
These two remote communes border Laos, over 250 km from the provincial center. They face challenges such as difficult terrain, limited transportation, frequent natural disasters, and high poverty rates.
The deployed officials will collaborate with local authorities on various administrative tasks, including finance, land management, construction, administrative procedures, justice, agriculture, and environment. They will also address challenges in operating the newly merged local administrations.

The provincial People's Committee has requested that the two communes provide suitable accommodations, transportation, and job assignments matching the officials' expertise. The sending departments will continue to manage, provide professional support, and ensure appropriate benefits for the deployed personnel.
According to provincial leaders, deploying provincial officials to border communes is a practical measure to strengthen local governance, maintain national security and defense, and effectively implement ethnic minority and mountainous region policies. This aligns with Thanh Hoa's focus on comprehensive development of its western border area. It also provides provincial officials with practical experience at the grassroots level, enhancing their management skills and understanding of local needs.
Vice Chairman of the Provincial People's Committee, Dau Thanh Tung, reported that after two weeks of operation under the new two-tiered local government model, commune and ward activities have generally stabilized. However, some areas still face challenges due to limitations in officials' expertise after the mergers. The province will continue to monitor the situation and adjust personnel accordingly to ensure effective administration.
Thanh Hoa province covers over 11,100 km2 and has a population of about 4.3 million. After the administrative restructuring, the number of commune-level units has decreased from 547 to 166. Muong Lat and Pu Nhi are two of the 21 communes that retained their original size. According to the Department of Home Affairs, the new 166 communes and wards are expected to have nearly 8,700 administrative staff; over 7,300 have been assigned to the new units.
