The Thanh Hoa Provincial People's Committee recently approved a project to construct National Route 45, covering the section from the Ninh Binh border to the provincial center. This project begins at the provincial boundary between Ninh Binh and Thanh Hoa, specifically in Phu Loc and Van Du communes. Its endpoint connects with the East-West Avenue intersection in Dong Tien ward. The route spans 52,9 km, traversing Van Du, Kim Tan, Vinh Loc, Yen Truong, Yen Dinh, Dinh Hoa, Thieu Hoa, Thieu Trung communes, and Dong Tien ward.
Under the approved plan, National Route 45 will undergo new construction or expansion to meet Class III road standards. It will feature four lanes with a roadbed width of 15,5 meters. Bridges along the route will be newly built or expanded to ensure consistency. Additionally, lighting systems will be installed at major intersections, large bridges, and densely populated areas.
The Thanh Hoa Traffic Construction Investment Project Management Board will oversee this project, with implementation scheduled between 2026 and 2030.

According to the Thanh Hoa Provincial People's Committee, the project is expected to complete a synchronized transport network, boost transport and logistics capacity, and strengthen connectivity between Thanh Hoa and Ninh Binh. It will also facilitate trade between the midland and mountainous regions and the provincial center.
Upon completion, the expanded route will connect with key transport arteries such as the Eastern North-South Expressway, National Route 1, and the Ho Chi Minh Road. This strategic connectivity is anticipated to expand development opportunities and attract investment to local economic zones, industrial parks, and service sectors.
National Route 45, approximately 132 km long, links Pho Ria in Quynh Luu commune, Ninh Binh, to Nhu Xuan commune, Thanh Hoa. It serves as a vital transport corridor, connecting western Ninh Binh localities with Thanh Hoa's central, midland, and mountainous regions.
