Yesterday afternoon, delegates worked in their respective delegations, discussing the Congress documents.
Presenting the Report on documents submitted to the 14th Congress on the morning of 20/1, General Secretary To Lam stated that the system of draft documents includes: the Draft Political Report of the 13th Party Central Committee; the Draft Report summarizing theoretical and practical issues of the socialist-oriented Doi Moi (renewal) process over the past 40 years in Vietnam; and the Draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposing directions for amending and supplementing the Party Charter.
The Draft Political Report integrates three reports: the Political Report, the Socio-Economic Report, and the Report summarizing Party building work. This creates a unified, comprehensive, and focused whole that is concise, clear, and actionable.

According to the General Secretary, the action program to implement the 14th Congress Resolution marks a "breakthrough" compared to previous congresses. It clearly outlines the "actors, roadmap, resources, and destination" for its execution.
During the document finalization process, the Party Central Committee, the Politburo, and the Secretariat emphasized collective wisdom, expanded democracy, and deeply listened to the voices of Party members, the public, intellectuals, scientists, entrepreneurs, artists, armed forces personnel, and compatriots both domestically and abroad. In just one month, nearly 5 million public comments were sent to the Document Sub-committee, contributing to a Political Report that "crystallizes the wisdom and strength of the people".
The General Secretary stressed that the development goals for 2026-2030 and the vision for 2045 represent a significant aspiration and a firm step forward. The Congress's motto, "Solidarity - Democracy - Discipline - Breakthrough - Development", serves as a "rallying cry and a command of historical responsibility". The 14th Congress holds the historic responsibility of establishing "launchpad" decisions to successfully achieve the nation's two 100-year strategic goals.
The overall goal is to maintain a peaceful, stable environment; achieve rapid, sustainable national development; comprehensively improve the lives of the people; and foster strategic autonomy, self-reliance, and confidence for strong progress in the nation's new era. By 2030, Vietnam aims to become a developing country with modern industry and upper-middle income. The vision for 2045 is to become a developed, high-income nation: a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam.
Vietnam strives to achieve an average gross domestic product (GDP) growth rate of 10% or more per year for the 2026-2030 period, with per capita GDP reaching approximately 8,500 USD per year by 2030.
To realize these goals, the Political Report identifies 12 major directions, six key tasks, and three strategic breakthroughs. The action program has specified tasks that can be implemented immediately. The core spirit is condensed into eight important points, emphasizing the requirements: "choose correctly - implement quickly - see through to completion - measure by results".
Among these eight points, the report highlights: improving development institutions and a socialist rule-of-law state, with implementation as the benchmark; establishing a new growth model based on knowledge economy, digital economy, green economy, and circular economy; positioning science, technology, innovation, and digital transformation as central drivers; and recognizing culture and people as the spiritual foundation, endogenous strength, resource, and impetus for national development.
The remaining points include: maintaining peace for development, and developing to enhance national comprehensive strength; building and rectifying the Party and the political system to be clean, strong, and comprehensive, with cadre work being the "key of keys"; building a healthy, disciplined, civilized, safe, and developing Vietnamese society; and national great unity as the foundation of national strength.

Regarding the three strategic breakthroughs, the General Secretary stated that the document identifies: breakthroughs in institutions and implementation; breakthroughs in human resources, especially high-quality human resources linked with science, technology, and innovation; and breakthroughs in synchronous, modern infrastructure. These three breakthroughs are organically related: institutions pave the way, human resources determine speed and quality, and infrastructure creates space and momentum.
The overarching principle stated in the document is "the people are the root", affirming that the people are the center, the subject, the goal, the driving force, and the resource for development. All guidelines and policies aim to improve the material and spiritual lives, ensure the people's right to mastery, and respect, listen to, and rely on the people.
The document also emphasizes the requirement for organized implementation, upholding the responsibility of each level, sector, and cadre. It calls for resolutely overcoming situations of "much talk, little action", "eloquent words, poor deeds", "words not matching actions", lack of inspection and supervision, and high goals with slow implementation and low effectiveness.
