The 13 projects include the following sections: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, and Hau Giang - Ca Mau.
Among these, Hoa Lien - Tuy Loan belongs to the Ho Chi Minh Highway, La Son - Tuy Loan section, coinciding with the eastern north-south expressway; the remaining 12 sections belong to the eastern north-south expressway project, phase 2 (2021-2025). So far, 4 sections have been put into operation: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, and Van Phong - Nha Trang. The remaining sections are expected to open to traffic from August to the end of the year.
According to the proposal, toll rates are divided into two groups. The first rate is 1,300 VND/km for standard vehicles, applied to expressways meeting the standard of 4 lanes and a continuous emergency stopping lane. The second rate is 900 VND/km, applied to routes with a non-continuous emergency stopping lane, despite still having 4 lanes. Among the 13 projects, only the Hoa Lien - Tuy Loan route meets the conditions to apply the 1,300 VND/km rate; the remaining 12 routes will apply the 900 VND/km rate.

Authorities estimate the total toll revenue will reach 2,636 billion VND over a 7-year period. After deducting collection costs, the amount paid to the state budget will be approximately 2,450 billion VND. At the end of the cycle, authorities will evaluate the effectiveness to adjust the operational method accordingly.
Vietnam Road Administration is assigned to manage the assets and directly organize toll collection. Units are currently deploying investment, building toll station infrastructure, installing equipment, and public service works at rest stops.
In addition to the 13 projects mentioned above, the Ministry of Construction has also approved the infrastructure asset exploitation plan for 5 north-south expressway projects in phase 1 invested by the state: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet, and Phan Thiet - Dau Giay. These routes are also expected to start collecting tolls from early 2026.
