The Traffic Police Department (Traffic Police Department - Ministry of Public Security) stated that the inspection stems from loopholes in commercial vehicle management. Enforcement and violation detection at stations and depots have been ineffective.
The traffic police will focus on passenger vehicles with 8 seats or more, construction material transport vehicles, container trucks, semi-trailers, large trucks on long routes; vehicles, vehicle owners, crew members, drivers; and organizations and individuals involved in waterway transport businesses.
Police patrols will also focus on key national highways, expressways; steep, winding roads with limited visibility; areas prone to accidents; and areas where vehicles illegally stop, park, or pick up and drop off passengers.
On vehicles, traffic police will inspect operating conditions, journey monitoring devices, and driver image recording devices. Stored images (will be checked to determine) whether drivers use phones or electronic devices, wear seatbelts while driving, drive overtime, or stop and park to pick up and drop off passengers illegally.

For drivers, traffic police will focus on violations related to alcohol and drug use; overloading, exceeding size limits, improperly securing cargo; speeding, disobeying traffic signals; driving in the wrong lane or direction, illegal passing and overtaking, failing to yield at intersections; and other road transport violations.
On waterways, the traffic police will inspect key routes for cargo and passenger transport; routes with seaports, fishing ports, passenger ports, and wharves; lakes, irrigation dams, and hydropower plants with complex waterway traffic. Assembly and loading/unloading points, tourist destinations, festivals, entertainment venues, and overnight accommodation areas on inland waterways will also be inspected.
The Traffic Police Department affirmed that the inspections and penalties will apply to everyone, with "no prohibited zones and no exceptions". The department will establish task forces equipped with weapons, support tools, vehicles, and technical equipment to inspect, detect, and handle violations. If vehicles fail to stop for inspection, the traffic police will identify them and issue penalties remotely.
