Thang, 52, from Vinh Phuc, holds a doctorate in economics and is a member of the 13th central committee of the communist party. He previously served as deputy director and then director of the public asset management department (ministry of finance). In 10/2018, he was elected as a member of the central inspection committee, and in 2020, he became deputy chairman of the committee. In 10/2022, he was appointed by the politburo as secretary of the Hai Duong provincial party committee for the 2020-2025 term.
He was appointed standing deputy inspector general of the government by the prime minister on 1/7, following the merger of Hai Duong and Hai Phong to form the new Hai Phong city.
The ministry of agriculture and environment was established in 3/2025, through the merger of the ministry of agriculture and rural development and the ministry of natural resources and environment. The ministry is responsible for state management of agriculture, forestry, salt production, fisheries, irrigation, natural disaster prevention, rural development, land, water resources, mineral resources and geology, environment, hydrometeorology, climate change, surveying and mapping, remote sensing, integrated resource management, and marine and island environmental protection.
