The project will increase power supply to southern Vietnam, especially during peak hours, and improve the national grid, according to Power Project Management Board 3 (under Vietnam Electricity – EVN).
Located in Tri An commune (formerly Vinh Cuu district), the project is part of the adjusted national power development plan for 2011–2020, with a vision to 2030, approved by the Prime Minister. The project includes two units with a total capacity of 200 MW and a total investment of about 3.9 trillion VND.

To facilitate the project, the investor built the Hieu Liem bridge across the Dong Nai river. Currently, compensation, support, and resettlement efforts have reached about 73% of the required land acquisition, with 23% already handed over to the investor.
Design documents for main components like the intake gate, pressure pipes, the plant itself, and the construction access road have been approved. Bomb and mine clearance work has also been completed.
The existing Tri An hydropower plant, located on the Dong Nai river, is the largest hydropower facility in southern Vietnam. Constructed in 1984 and inaugurated in 1991, the plant has four units with a total design capacity of 400 MW, producing an average of 1.7 billion kWh annually.
In addition to electricity generation, the Tri An hydropower plant plays a vital role in providing domestic water, supporting agriculture, preventing saltwater intrusion, and regulating floods downstream.
