On 4/8, the Cat Lai Traffic Police (Ho Chi Minh City Traffic Police Department) issued a fine of 45 million VND to a 36-year-old male truck driver for reckless driving under Decree 100. An additional fine of 900,000 VND was imposed for not wearing a seatbelt, and his driver's license was suspended for nearly a year.

The incident occurred on the afternoon of 3/8. The driver was operating a container truck on the expressway ramp, heading from the An Phu intersection (formerly Thu Duc City) towards Dong Nai province. Near the Do Xuan Hop intersection, the truck repeatedly changed lanes and swerved across all three lanes, obstructing vehicles behind it. The entire incident was captured on a dashcam and subsequently shared on social media.

When questioned by the police, the driver admitted to the dangerous behavior, explaining that he was experiencing emotional distress due to family issues and had swerved recklessly as a way to "release his emotions".
