On 15/8, the Phap Van - Cau Gie and Hanoi - Hai Phong expressways began implementing a regulation prohibiting general-purpose trucks, specialized trucks, and tractors (except for certain specific types) from running in the lane closest to the median strip (lane 1).
Lane 1 is now designated for regular vehicles. The maximum speed on the Phap Van - Cau Gie Expressway is 100 km/h, and the minimum is 60-80 km/h, depending on the lane. The Hanoi - Hai Phong Expressway sets a maximum speed of 120 km/h for lanes 1 and 2, while lane 3 has a maximum speed of 100 km/h and a minimum of 60 km/h.
After a 25-day pilot period of lane division, a representative of the Traffic Police Department (Traffic Police Department - Ministry of Public Security) stated that phase 2 will be implemented from 15/9. In addition to trucks, buses will also be prohibited from entering lane 1. From midnight on 9/9, traffic police will issue fines for drivers in the wrong lane.

Statistics from the past 25 days show that on the Hanoi - Hai Phong Expressway, traffic police recorded 14 out of 314,910 (0.004%) vehicles not complying with the new traffic regulations. High-speed Highway Traffic Police Team No. 2 sent text messages to vehicle owners to promote awareness and provide reminders.
On the Phap Van - Cau Gie Expressway, through the traffic violation monitoring system, traffic police identified and notified 1,077 out of 109,957 (0.97%) truck and tractor drivers using lane 1.
The Traffic Police Department stated that they have distributed leaflets, signed commitments with individual drivers, and called vehicle owners, receiving general agreement with the new lane division. Many car drivers shared that after the lane division, visibility in lane 1 is clear, traffic flow is maintained, and the route's capacity is enhanced.
In addition to the two expressways mentioned, the Traffic Police Department has proposed prohibiting trucks from using lane 1 on Thang Long Boulevard from 20/9.
