The Ho Chi Minh City Department of Construction (So Xay dung) has submitted a feasibility study report for the National Highway 13 expansion project, structured as a build - operate - transfer (BOT) scheme, to the Ho Chi Minh City People's Committee (UBND TP HCM) and relevant agencies for appraisal.
The proposal outlines the upgrade of nearly 6 km of National Highway 13, extending from Binh Trieu Bridge to the Binh Duong provincial border. The road surface will expand to 60 m. Within this section, approximately 3,5 km from Binh Trieu to Binh Phuoc will feature an elevated road in the middle with 4 lanes, flanked by parallel roads, ensuring a total operational width of 10-14 lanes.

The entire route will feature 10 intersections. Two locations, beneath Binh Loi and Binh Phuoc viaducts, are designed as two-way underpasses, each with two lanes. Upon completion, these points will form three-level interchanges, separating traffic flows and enhancing throughput. The remaining intersections will be at-grade; the elevated road will minimize conflicts, allowing vehicles to move quickly on the main route and enabling BOT toll collection.
Additionally, the two Duc Nho and Ong Dau bridges on National Highway 13 will also be widened to synchronize infrastructure. The project will also install a smart traffic management system and non-stop toll collection, without barriers, to prevent vehicle bottlenecks.
The project has a total investment of nearly 21,000 billion VND, comprising two parts. Compensation, support, and resettlement costs amount to approximately 14,400 billion VND from the state budget. Construction and operation costs, about 6,271 billion VND, will be arranged by the investor. The city expects to select an investor in QII this year, with early groundbreaking and completion by 2028. The toll collection period for capital recovery is estimated at 18 years and six months.

The expansion of National Highway 13 is one of four projects to upgrade Ho Chi Minh City's gateway routes under the BOT model, utilizing the specific mechanism outlined in Resolution 98 of the National Assembly. This route has long experienced frequent congestion as it is a key connection axis between Ho Chi Minh City, Binh Duong, and Binh Phuoc.
Upon completion, the project is expected to alleviate traffic pressure at the northeastern gateway, synchronize with the already expanded section of National Highway 13 in Binh Duong, and contribute to urban beautification in the area.
In addition to National Highway 13, Ho Chi Minh City also plans to implement three other BOT gateway projects: the expansion of National Highway 1 in the west, National Highway 22 in the northwest, and the north - south axis in the southern area.
