Starting at 7:30 AM on 22/7, households, businesses, and agencies across several communes and wards in Thanh Hoa province experienced a water outage due to an incident at the Thanh Hoa Water Supply Joint Stock Company, located in Hac Thanh ward.

Le Trung Hieu, General Director of Thanh Hoa Water Supply Joint Stock Company (the managing unit of the Mat Son water plant), reported that the plant lost power yesterday morning due to Typhoon Wipha. By 11:30 AM the same day, most of the company's over 8.6-hectare premises, including the entire pumping station at the Mat Son plant, was flooded, with water levels exceeding 50 cm in some areas.
"In just over two hours, the heavy rainfall caused severe flooding at the plant, halting all production activities," Hieu said.
To prevent damage to the six high-pressure pumps and one cleaning pump at the secondary pumping station, plant management disassembled and moved the equipment to higher ground.
By 9:00 PM on 22/7, after the floodwaters receded, the Mat Son water plant reinstalled the pumps and resumed operations. By noon today, most customers had their water service restored. Only 200-300 households in less accessible areas, such as those farther from the city center or on higher ground, were still without water.
The plant is currently cleaning, disinfecting, and drying the affected machinery. "This was an unavoidable natural disaster. In the past 30 years, the plant has never experienced such severe flooding," Hieu stated. He also assured customers that despite the flooding, the quality of the water supply remains safe and hygienic.

Thanh Hoa Water Supply Joint Stock Company operates three plants providing clean water to 44 communes and wards in Thanh Hoa City, Sam Son, and the former Quang Xuong district. In addition to Mat Son, the company manages two other plants: Ham Rong and Quang Thinh. The Mat Son plant has a designed capacity of 50,000 m3 per day. The other two plants have a combined capacity equivalent to that of the Mat Son facility.
