The Ministry of Construction (MoC) has issued a decision outlining a roadmap for implementing non-stop electronic toll collection at urban bus stations and parking facilities. This initiative follows the Prime Minister's directive in Resolution 71, issued on 1/4/2025, with the aim of assessing efficiency and enhancing traffic management.
The implementation will proceed in distinct phases. During the initial phase, from 6/2025 to 31/12/2025, the MoC, provincial and city Departments of Construction, and service providers will conduct campaigns to inform vehicle owners about the upcoming electronic non-stop toll collection system at bus stations and parking facilities.
The second phase, spanning from 2026 to 2030, will see the MoC lead efforts in collaboration with local authorities and relevant agencies. Their focus will be on reviewing, researching, and establishing the legal framework and technical standards for electronic non-stop toll collection at bus stations and parking lots. This foundational work is slated for completion before 30/12, with provisions to accommodate the unique characteristics of each locality.
Provinces and cities are mandated to install and operate electronic non-stop toll collection systems at all urban bus stations of type one by 31/12, and for type two bus stations by 31/12/2027. The investment and deployment for urban parking facilities must be finalized before 31/12/2030.

The MoC states that the roadmap's primary objective is to effectively implement non-stop toll collection at urban bus stations and parking lots. This move aims to improve traffic management and foster urban development. While some parking facilities in Hanoi and TP HCM have already adopted automated, cashless payment systems, minor technical issues have emerged and require resolution.
