Quyet is the 18th general of the Vietnam People's Army since its establishment in 1944.

Deputy Chief of the General Staff of the Vietnam People's Army Nguyen Quang Ngoc, along with three deputy ministers of national defense: Nguyen Hong Thai, Nguyen Van Hien, and Nguyen Truong Thang, were promoted from lieutenant general to general.

President Cuong also promoted two deputy ministers of public security, Pham The Tung and Nguyen Ngoc Lam, from lieutenant general to general.

General Quyet, 59, is from Thanh Quang commune, Thanh Ha district, Hai Duong province. He holds a bachelor's degree in Party Building and State Management. He is a member of the Party Central Committee and the Party Central Committee's Secretariat for the 13th term.
In 5/2016, he was appointed political commissar of Military Region 2 and concurrently secretary of the Party Committee of Military Region 2. In 4/2021, he became deputy director of the General Department of Politics of the Vietnam People's Army.
He has served as director of the General Department of Politics since 6/2024.
The General Department of Politics is the strategic advisory body that assists the Politburo, the Secretariat, and directly the Central Military Commission in formulating policies and measures to strengthen the Party's leadership over the army and build a politically strong army.
