While most local payments adhere to regulations, Vietnam Social Security notes deficiencies in some areas. These include slow notification of authorization expiry dates, a lack of proactive review for beneficiaries not claiming benefits for extended periods, and incomplete data updates. To address this, the agency mandated support organizations to facilitate home payments for the elderly and infirm who cannot visit in person.
Provincial social security offices are required to take specific actions regarding payment authorizations. Monthly, they must compile lists of expiring authorizations (under two months remaining) and forward them to the Payment Support Organization. This organization will then notify and guide beneficiaries on renewal. Payment units will be held responsible for any delays in notification that affect benefit receipt. For cases where benefits remain unclaimed for over six months, provincial offices will transfer lists to the Payment Support Organization for direct contact, cause verification, and coordination with local authorities to complete necessary procedures.
To further streamline services, provincial social security offices must proactively engage People's Committees. They should request directives to implement a "mobile public service" model, assisting the elderly, vulnerable, and policy beneficiary families with authorization or representative appointment procedures. Local social security offices also need to fully update authorization information on the TCS software to ensure accurate monitoring, management, and payment.
Vietnam Social Security emphasizes accountability, holding provincial social security directors responsible for any negative incidents or inconveniences in benefit management and payment. Such issues could impact beneficiary rights and the industry's reputation. Prompt reporting and resolution of any difficulties are crucial to ensure smooth and compliant payment processes.
