At approximately 8:15 a.m., 58-year-old Quang was waiting to mix concrete for the perimeter wall at the former People's Committee office of Binh Hai commune, Binh Son district (now Van Tuong commune) when the earth above him suddenly collapsed, burying him completely.
"Several cubic meters of red earth came down too quickly for Quang to react," a witness said.

The commune's military command mobilized about 20 people with machinery and hand tools to excavate the site. After 15 minutes, Quang was found, but he had already died.
The former Binh Hai commune office sits about 3 meters above street level and previously had no perimeter wall. After the administrative merger, the building continued to be used as an office. Construction workers had been digging the foundation and installing rebar for the wall for the past 10 days.

The cause of the incident is under investigation.
