White House Press Secretary Karoline Leavitt stated on 24/11 that, "The notion that the US is not engaging equally with both sides in the conflict to end the fighting is completely false." According to Leavitt, US President Donald Trump "hopes and is optimistic" that a plan can be developed to end the Russia-Ukraine conflict.
On 20/11, the US submitted to Ukraine a draft of a new plan to end the conflict with Russia. The plan includes 28 points, many of which are demands Russia had previously made, such as Ukraine ceding some territory, accepting limits on military size, and ceasing its pursuit of NATO membership.
US, Ukrainian, and European officials met on 23/11 in Geneva, Switzerland, to discuss an "updated" version of the plan, stating they made significant progress. The contents of the new draft remain undisclosed.
Zelensky stated on 24/11 that "correct points" are incorporated into the plan, while sensitive issues will be discussed with President Trump.
Russia described the initial US draft as a potential basis for a peace agreement and rejected the European-revised version. "The European plan is completely unconstructive and ineffective for us," stated Yuri Ushakov, foreign policy advisor to Russian President Vladimir Putin.
The White House official added that there are still some disagreements among the parties, believing these points can be resolved soon. She emphasized President Trump wants to reach an agreement as soon as possible, but the US leader has no plans to meet with Ukrainian President Volodymyr Zelensky.
