On 26/3, a traffic incident occurred on Huynh Thuc Khang Street when a ride-hailing taxi, stopped in the middle of a busy road, had its rear driver-side door suddenly open. A motorcyclist approaching at that moment was struck by the door and fell onto the street.
To prevent such incidents, drivers and passengers must exercise caution before opening car doors. The recommended procedure involves first opening the door slightly, approximately 15 cm, and carefully checking the front, rear, and sides to ensure no pedestrians or vehicles are approaching. Only when it is safe should the door be slowly opened further for exit.
According to Decree 168/2024, drivers who open or leave a car door open in an unsafe manner face fines ranging from 4 to 6 million VND. If this action results in a traffic accident, the violator will be fined 20 to 22 million VND and have 10 points deducted from their driver's license.
Drivers are also prohibited from stopping or parking indiscriminately, as this obstructs traffic flow. Vehicles must be stopped within 25 cm of the curb and only in designated areas. In this specific incident, the driver had stopped the car on a bend, significantly increasing the risk of a collision.
