A road incident occurred on 19/5 at the Cam Dong market roundabout. Amid rainy and windy conditions, an SUV driver repeatedly swerved and changed lanes, jockeying for position with a dashcam-equipped car.
Approaching an intersection, the SUV cut sharply in front of the dashcam-equipped vehicle, forcing it to stop in the middle of the road. Immediately, the driver exited the SUV for a verbal altercation, seemingly to determine who was at fault, stemming from a prior conflict.
Stopping a vehicle in the middle of the road to resolve personal disputes not only obstructs traffic for other vehicles but also poses a high risk of chain-reaction accidents for those involved and other road users.
When driving, motorists should keep a cool head and proactively yield, avoiding stress and competitive behavior. When overtaking, in addition to signaling, drivers are only permitted to do so when a safe distance is ensured. If another vehicle signals to overtake, the driver in front should proactively reduce speed and yield if conditions are safe. Determining fault and assigning responsibility in an accident falls under the jurisdiction of authorities. Drivers absolutely do not have the right to arbitrarily block another vehicle in the middle of the road to argue.
According to Decree 168/2024, drivers who arbitrarily stop their vehicles in the middle of the road, obstructing traffic, will face administrative fines ranging from 4-6 million VND.
