The traffic incident involved a dashcam-equipped car traveling on a narrow road when a motorcycle suddenly emerged from a small alley. The motorcycle rider was not wearing a helmet and was holding a phone in one hand, causing him to swerve before stopping. Fortunately, the car driver was moving slowly enough to react quickly and avoid a collision.
Drivers exiting an alley onto a main road must observe traffic carefully and merge only when it is safe. When traveling on roads with many narrow intersecting alleys, all vehicles should move slowly to anticipate potential situations.
Additionally, motorcycle riders are required to wear a helmet and operate the vehicle with both hands, without using a phone. Decree 168/2024 stipulates a fine of 400,000-600,000 VND for not wearing a helmet while riding a motorcycle. Furthermore, using a phone while riding a motorcycle incurs a fine of 800,000-1,000,000 VND and a deduction of 4 points from the driver's license.
