A traffic incident occurred on the afternoon of 25/4 on National Highway 3, near Vo Tranh commune. As a driver opened their car door while parked close to the curb, a white car swerved right to overtake. The vehicle collided with the open door, ejecting the parked car's owner. The extent of injuries is currently unknown.
Drivers must exercise caution when overtaking. Before passing, a driver should check the front, rear, and sides, only proceeding when conditions permit and there are no obstructions. The rule is to overtake on the left. Overtaking on the right increases the risk of blind spots and sudden hazards. Prior to overtaking, drivers must maintain distance, activate their turn signal, accelerate decisively, and then return to their lane only after ensuring distance from the vehicle they have passed.
Under Decree 168 concerning road traffic penalties, drivers who overtake unsafely and cause an accident face a fine of 20-22 million VND and a deduction of 10 points from their driver's license.
Conversely, drivers parking on the roadside must adhere to regulations. These include parking only on routes that permit it and ensuring the vehicle's wheels are no more than 25 cm from the curb. When re-entering the vehicle, passengers should use the right-side door (from the sidewalk). Drivers, before opening their door to the driver's seat, must observe to ensure the road is clear.
