On 17/9, a young woman riding an electric bicycle in Tho Phu commune, along National Highway 47, collided with the rear of a parked truck. She was reportedly holding an umbrella in her left hand and not wearing a helmet during the rain. Bystanders assisted her, but her injury status remains unknown.

This incident highlights the importance of safe riding practices for electric bicycle users. Riders should always wear a properly fitted and securely fastened helmet. During rain, it is crucial to avoid holding an umbrella while driving, as it can obstruct vision and cause loss of balance due to wind. Instead, riders should wear a suitable raincoat, maintain a low speed, observe the road carefully, and actively keep a safe distance from other vehicles, especially those that are stopped or parked.

Such unsafe practices carry significant legal penalties. According to Decree 168/2024 on road traffic violations, using an umbrella while driving is punishable by a fine of 800,000 to 1,000,000 VND and a deduction of 4 points from the driver's license. If this action leads to an accident, the penalties increase to a fine of 10 to 14 million VND and a deduction of 10 license points.
