Loan of over 27,000 billion VND for Ho Chi Minh City - Trung Luong - My Thuan expressway expansion

Over 27,094 billion VND has been loaned by six banks to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway.

This credit package was signed by Sai Gon - My Thuan Expressway BOT Company Limited and a consortium of six banks on 16/7. It marks the largest capital financing ever for a public-private partnership (PPP) infrastructure project.

Deputy Minister of Construction Bui Xuan Dung stated that the participation of six banks in financing indicates a thorough appraisal of the investment and financial plans for this expressway expansion project. He urged the banks to disburse funds according to construction volume and progress, and to increase oversight to ensure efficient capital use.

The Ministry of Construction assigned the Vietnam Road Administration to closely monitor the implementation process. It will coordinate with local authorities to resolve issues regarding site clearance and construction materials for the project.

The Ho Chi Minh City - Trung Luong - My Thuan expressway expansion project spans over 96 km, connecting TP HCM, Tay Ninh, and Dong Thap. Launched in December 2025, the project has a total investment of 36,125 billion VND. It mobilizes capital entirely from the private sector, comprising 5,426 billion VND in equity, 3,605 billion VND in business cooperation capital, and the remainder from credit loans.

The expanded expressway is expected to be completed in 2028. It will increase to 6-8 lanes with two emergency stopping lanes, allowing for a design speed of 100-120 km per hour. Accompanying components include frontage roads, bridges, interchanges, toll stations, rest stops, and an intelligent transportation system.

To date, the project's basic technical design is complete. Contractors have mobilized nearly 1,100 personnel and over 400 pieces of equipment, deploying 67 construction fronts. Their output has reached approximately 1,500 billion VND. To accelerate construction through weak soil areas, the project utilizes building information modeling (BIM) and cement-stabilized soil pile technology.

Upon completion, the expanded expressway is expected to enhance traffic capacity, reducing travel time and transportation costs. It will also improve connectivity between the Mekong Delta and TP HCM and the seaport system, boosting socio-economic development in the Southern region.
