Banking Academy appoints director after 6-year vacancy

Associate professor, doctor Bui Huu Toan, 51, has been appointed director of the Banking Academy by the State Bank of Vietnam, filling a position that had been vacant for six years.

The governor of the State Bank of Vietnam presented the appointment decision to Bui Huu Toan, who is the Party Committee Secretary and former Chairman of the Academy Council, on 14/4.

This position had been vacant since 2020, following Doctor Bui Tien Nghi's departure from management. The leadership team currently includes two deputy directors: Associate Professor, Doctor Pham Thi Hoang Anh and Nguyen Thanh Phuong.

A prolonged director vacancy, such as that at the Banking Academy, is uncommon. During the 2020-2024 period, some universities like Ho Chi Minh City University of Medicine and Pharmacy, Nong Lam University Ho Chi Minh City, and Ho Chi Minh City University of Technology and Education (formerly Ho Chi Minh City University of Technical Education) also had vacant director positions. This was due to their inability to adapt to new governance models under the Law on Higher Education, or a lack of preparation and training. However, these vacancies typically lasted only three to four years.

Associate Professor, Doctor Bui Huu Toan, 51, originally from Hai Phong (formerly Hai Duong), holds a doctorate in law. He worked at the Banking Academy for over 13 years, starting in 1999. Subsequently, he served as Head of the General Affairs Department (Personnel and Organization Department, State Bank of Vietnam) before becoming Deputy Chief of the Office of the State Bank of Vietnam.

In 2018, he was assigned as acting Rector of Banking University Ho Chi Minh City, and then officially appointed more than one year later. In 2021, he returned to the Banking Academy, serving as Chairman of the Academy Council.

The Banking Academy and Banking University Ho Chi Minh City are the two largest institutions nationwide training human resources for the banking sector. Their annual regular university enrollment target is approximately 4,500 to 5,000 students.

At today's appointment ceremony for Toan, State Bank of Vietnam Governor Pham Duc An emphasized the academy's important role in training high-quality human resources for the sector.

Toan stated that in the coming period, he will focus on elevating the academy's overall standing, prioritizing comprehensive digital transformation, developing faculty and training programs to international standards, ensuring the practicality and adaptability of learners, fostering scientific research, and strengthening connections with businesses.
