The Ministry of Education and Training has officially recognized the Oxford Test of English (OTE) certificate, aligning its proficiency levels with Vietnam's national six-level foreign language framework.
This recognition establishes clear equivalences between OTE scores and Vietnam's framework. Oxford Test of English (OTE) scores from 21-50 correspond to level one; scores from 51-80 to level two; scores from 81-110 to level three; and scores from 111-140 to level 4. For the OTE Advanced score range, 111-140 corresponds to level 4, and 141-170 to level 5. This is outlined in Decision No. 1429/QD-BGDDT.
The integration of OTE into Vietnamese education marks a significant step towards broadening foreign language assessment and connecting learners with international standards. Its use in admissions and training across various educational levels will contribute to expanding the foreign language assessment ecosystem in Vietnam.
Developed by Oxford University Press and certified by the University of Oxford, the OTE is a comprehensive English proficiency test. It assesses all four skills: listening, speaking, reading, and writing. The program is designed based on the Common European Framework of Reference for Languages (CEFR), specifically the updated 2020 supplementary version. Unlike other pure language knowledge tests, the OTE focuses on the ability to use English in real-world situations, such as communicating in academic and professional settings, presenting, understanding specialized documents, synthesizing information, or writing emails and reports.

The OTE is administered entirely online at approved test centers, utilizing advanced technology to ensure accurate assessment. The exam applies computer adaptive testing technology for the listening and reading sections, automatically adjusting question difficulty based on the test-taker's answers to precisely measure individual proficiency.
Designed for flexibility, the OTE allows test-takers to register for all four skills or individual skills, depending on their needs. This approach optimizes time and cost for learners. Quick result turnaround is also a key advantage: listening and reading results are available on the same day as the test, while speaking and writing results are provided within 5 business days.
In Vietnam, UKTA International Education Joint Stock Company (UKTA) serves as the exclusive distributor of the Oxford Test of English. UKTA collaborates with education partners to establish and operate test centers according to Oxford University Press standards. The registration process in Vietnam is simple and convenient, with flexible testing schedules available year-round.
