Bac Ninh Provincial Police reported on 18/7 that the investigative police have arrested Doanh, 26, and Nguyen Van Cuong, 35, for investigation of public disorder, according to article 318 of the penal code.

The incident began around 9:50 PM on 15/7. Cuong was driving his car the wrong way down Ly Nhan Tong Street in Kinh Bac ward when he encountered Quyen, driving in the correct direction. The narrow street prevented them from passing each other. Quyen exited his vehicle and an argument ensued, provoking Cuong to physically assault him.

Authorities state this incident negatively impacted public order. Doanh, a friend of Quyen, recorded the assault on his phone and shared it in a Zalo group (a popular messaging app in Vietnam). The video subsequently spread across social media, causing public upset.
