On 5/7, Li Zhong Guo, Chai Ren Shang, Xu Xin Wen, and Zhang Wen Bo (aged 21-46) were arrested by the Command Board of Duong Dong Port Border Guard, in coordination with other functional forces. They were in a taxi, preparing to board a ferry bound for Ha Tien.

The ferry Li Zhong Guo's group chose to depart Phu Quoc was a cargo vessel, prohibited from transporting passengers. When border guards conducted an administrative check, Li Zhong Guo's group could not produce legal entry documents.
Working with authorities, the Chinese group admitted to illegally entering Vietnam from Cambodia, then traveling to Phu Quoc to establish a high-tech online fraud system.

Police initially determined that Li's group was directly involved in high-tech fraud activities that authorities have recently launched a special investigation to dismantle.
