On 11/5, Le Van Hai, 53, residing in Thanh An commune, was arrested by Can Tho City Police for investigation into the production and trade of counterfeit goods, under Article 192 of the Penal Code.
His wife, Vu Thanh Thuy, 41, from Ho Chi Minh City, was released on bail pending investigation as an accomplice.

Previously, on 6/1, the Economic Police Department of Can Tho City, in coordination with Thanh An Commune Police and the Market Management Department, conducted an emergency search of three locations in Thanh An commune. These locations were identified as sites for the production and sale of counterfeit foreign-branded perfumes, operated by Hai and his wife.
At the scene, authorities seized over 1,200 finished bottles and boxes of famous foreign-branded perfumes, more than 130 liters of pre-mixed perfume, 646 kg of packaging boxes bearing famous perfume brand names, over 12,400 empty perfume bottles, more than 18,000 various perfume labels, and four specialized machines.
Initially, the two suspects admitted that to conceal their criminal activities, Hai established HALOVA Limited Liability Company in 2018, located in former District 6, Ho Chi Minh City, with himself as director. The company’s registered business was the production of perfumes under brands such as Relax, Japan, Floral, and Vetiver, all of which had cosmetic product declarations accepted by the Departments of Health in Ha Noi and Ho Chi Minh City. Concurrently, the couple began producing various types of counterfeit perfumes from 2020 until their discovery.

Hai and Thuy procured all materials for the counterfeit famous-brand perfumes – including bottles, packaging boxes, caps, labels, chemicals, and fragrance oils – from Kim Bien market in Ho Chi Minh City and through social media. They transported these materials to a rented house in Ba Ria - Vung Tau province (now Ho Chi Minh City) to directly manufacture the products. These counterfeit goods were then sold in the market alongside the genuine perfumes produced by their company, for illegal profit.
To evade detection by authorities, on 15/11/2025, Hai and his wife moved all exhibits to three locations in Thanh An commune, Can Tho City. There, they intended to distribute and continue producing counterfeit goods, selling them at prices ranging from 55,000-220,000 Vietnamese dong per product.
