According to the police, the incident occurred around 7:40 PM on 2/1. A Thanh Hoa Provincial Police Traffic Police Department team was on duty controlling traffic safety on National Highway 47C in Trieu Son commune. They spotted Tan driving a motorcycle without a helmet and signaled him to stop for an administrative check.

Tan reportedly disregarded the signal, accelerated, and struck Captain Do Quoc Dung. The officer sustained a fractured left forearm and a head injury.

The task force quickly subdued Tan. At the scene, he failed to produce a driver's license, and an alcohol test showed a concentration of 0.254 mg/liter of breath.
