On 7/6, Dung, along with Chi Tang Senh, 40, and 15 others, were indicted and detained by the Criminal Police Department (PC02) of the Ho Chi Minh City Police. They face investigation into charges including: extortion, intentional destruction of property, resisting public officials, and disturbing public order.
This action by the Ho Chi Minh City Criminal Police Department (PC02) was part of a 45-day intensive crime suppression campaign.

According to the investigation, crab wholesale business 46, located on Han Hai Nguyen street in Minh Phung ward (former District 11), operated under the guise of a business counting crabs transported from the Mekong Delta to Ho Chi Minh City. Dung served as the ringleader, directly managing and operating the business, while Chi Tang Senh assisted in implementing her directives.
Dung and Senh instructed their subordinates to monitor and gather information on transport units. They established an imposed system, forcing crab business owners and drivers to bring their vehicles to their lot and pay a fee of 30,000 dong per crate. With 1,000 to 3,000 crates processed daily, the operation generated approximately 30 million to 90 million dong in revenue. The total illicit gains from this scheme reached over 40 billion dong.
To maintain control, Dung’s group constantly threatened and pressured individuals who failed to comply with their "unwritten rules." Their tactics included smashing and burning vehicles or causing traffic accidents to disrupt deliveries and damage goods.

For instance, on 21/9/2025, after discovering a crab truck that did not bring its goods to their lot, Dung ordered her subordinates to pursue and vandalize the truck as a deterrent. Based on collected documents and evidence, the police expanded their investigation, clarifying many similar incidents that caused over 80 million dong in property damage to victims.
According to investigators, many transport units reluctantly complied and brought their goods to the gang's transit station, fearing retaliation.
Plan to dismantle the 'gang'
After surveillance, establishing a special task force, and gathering sufficient evidence, dozens of PC02 officers simultaneously conducted emergency searches at multiple locations and summoned related individuals in early June.
During the police operation, some individuals resisted and obstructed officers, even livestreaming on social media to incite crowds and pressure authorities. The case is undergoing further investigation to clarify all illegal acts and the source of illicit funds for prosecution.

The special task force stated that the successful dismantling of the operation resulted from persistent and resolute efforts by police. These efforts aim to clean up the investment and business environment and protect the legitimate rights and interests of the people.
The Ho Chi Minh City Police will continue to combat organized crime groups operating under the guise of businesses.
