Ngoc, along with Lo Xuan Huy, Nguyen Trung Thanh, Nguyen Quy Thai, Nguyen Huu The, Nguyen Huu Huong, and Nguyen Manh Hung, were recently charged by the Hanoi Police Investigation Agency with extortion.
Ngoc and Thanh are also under investigation in a separate case.
Ngoc previously had two criminal records for extortion and unlawful detention. Nguyen Trung Thanh also has two criminal records for receiving stolen property and illegal possession of narcotics.

According to police, Ngoc established Minh An Investment Business Company Limited to provide a cover for illegal activities. In 2023, Ngoc and Thai began demanding the return of capital contributions and profits from a hotel business in Hanoi on behalf of Lo Xuan Huy. Following discussions, the group agreed to employ various methods to pressure for the money.
To execute their plan, Ngoc hired a group to repeatedly gather in front of the hotel with three-wheeled vehicles, blocking entrances and exits and obstructing business. This group also assaulted staff, damaging the establishment's reputation and operations.
The suspects also went to the school where the victim's child attended, monitoring, recording videos, and engaging in threatening and intimidating behavior. Faced with prolonged pressure and concerns about business disruption and severe consequences, the victim was forced to transfer 6.8 billion VND.
After receiving the money, the group divided it according to their prior agreement.
Ngoc "Sui", 50, is well-known on Tiktok, where he frequently posts videos on "gangster" topics and teaches life philosophies, his account boasting over 640,000 followers.
