Green Urban Real Estate chairman accused of 180 billion VND fraud

Bui Tuan Hung, 41, chairman of Green Urban Real Estate Development JSC, is accused of colluding with others to create fictitious projects, defrauding numerous buyers of 180 billion VND.

On 28/8, Ho Chi Minh City police issued a warrant for Hung's arrest on charges of fraud and embezzlement.

Investigators say Hung, a founding shareholder of Green Urban Real Estate Development JSC, contacted multiple landowners in Cu Chi district, proposing development projects. Despite not finalizing land-use rights transfers or receiving necessary permits for subdivision or housing development, Hung, along with subordinates Nguyen Thi Hoang Anh (director of Green Urban) and Ngo Thanh Uyn (chairman of Lac Viet and Vina Land), fabricated the Green City and Green Town projects. They then sold these to customers, collecting 95% of the contract value upfront.

Hung is accused of conspiring with Uyn to defraud customers of nearly 180 billion VND. Hung and Anh allegedly pocketed over 147 billion VND received by Green Urban from Lac Viet and Vina Land.

While Uyn, Anh, and several others have been arrested, Hung has fled and is now a fugitive.

Ho Chi Minh City police are also seeking victims who signed contracts and transferred funds for Green City, Green Town, and Green Urban 1 (also marketed as Metro City and Fantasy City). Victims are asked to contact investigator Ngo Van Hiep (phone number: 0868177879) at the Ho Chi Minh City Police Investigation Agency (Team 2, Department PC03) at 14 Doan Nhu Hai Street, Xom Chieu Ward, to report the fraud and provide relevant documents. Alternatively, they can submit a complaint and supporting documents by mail before 31/8 to protect their rights.
