On the afternoon of 13/5, Can Loc Commune Police announced that in addition to Quy, authorities also interviewed the truck driver, confirming he was uninjured and his vehicle undamaged. The incident is currently under investigation.
Earlier that morning, a male truck driver entered a concrete road where residents were drying rice in Hamlet 10, Can Loc commune. Quy intercepted him, using a bamboo-handled rice rake, over 2 meters long with three iron prongs, to forcefully strike the front of the truck and poke into the cabin.
According to the video, when the driver asked for her reason, Quy stated that residents had contributed to building the road, giving them the right to dry rice there.

Ha Tinh is currently in its harvest season, leading many households to use roadways and shoulders for drying rice, which poses traffic safety risks.

This incident follows a fatal accident on the afternoon of 12/5 in Truong Luu commune. A 56-year-old man, driving an electric motorcycle and carrying his 86-year-old mother, both local residents, collided with a dirt-carrying truck on district road 36, resulting in both their deaths. The accident occurred on a road section approximately 5-7 meters wide, lined with residential homes, where some parts of the roadway were narrowed by residents drying rice along the shoulders.
