Taiwanese actress Giang To Binh has accused her ex-boyfriend, Cung Ich Dinh, of drugging, sexually assaulting, and secretly filming her. On 6/9, Giang stated she was taking legal action, according to reports.
The Shilin District Prosecutors Office stated on 9/9 that they had not yet received a formal complaint from Giang To Binh’s lawyer, but prosecutors had proactively contacted the actress. They will inform her about completing relevant procedures based on the case's progress, but due to the sensitive nature of the allegations, the timeline remains undisclosed.
Senior judicial officials in Taiwan said prosecutors will directly record Giang To Binh's testimony to minimize her trauma. They will also gather evidence such as call logs, location data, and text messages. Any apologies from Cung could be key supporting evidence, but forensic evidence will be crucial.
Judicial officials analyzed that the potential penalties are severe. If convicted of rape or sexual coercion, the perpetrator faces 3 to 10 years imprisonment. Drugging someone for sexual assault carries a minimum sentence of 7 years. Creating and distributing non-consensual explicit images can also lead to charges of sexual privacy violation and pornography production and distribution, though this requires a formal complaint from the victim or a representative.

In mid-August, Giang To Binh initially posted on social media about an actress being assaulted and filmed by a TV station employee, with other female employees also facing harassment. On 2/9, she publicly named Cung Ich Dinh, 22 years her junior and the son of Cung My Phu, Deputy General Director of Sanlih E-Television, as the accused. Giang subsequently confirmed she was the victim.
In an exclusive interview with Mirror Media, Giang To Binh recounted leaving a friend's party early on the morning of 16/8 feeling unwell. Cung Ich Dinh accompanied her home. She asked him to retrieve her heart medication, but she suspects he replaced it with two sedatives.
Giang said she lost consciousness after taking the medication and woke up to discover the assault and video recording. She demanded an apology and the video's deletion, but Cung allegedly claimed to have cloud backups. Unable to bear the situation, she went public.
Giang To Binh plans to sue Cung Ich Dinh for sexual assault and seek 13 million New Taiwan dollars (approximately 420,000 USD) in damages, which she intends to donate to a wildlife rescue center.
Cung Ich Dinh admitted to a 10-month relationship with Giang To Binh but said it was kept private to protect her career. He claimed she "often lost emotional control," leading to frequent arguments. He denied the assault allegations and vowed to defend himself legally.
According to China Times, Cung My Phu resigned on 7/9, apologized, and stated the case is under judicial investigation.
Giang To Binh, born in 1978, entered the entertainment industry at 19. She gained fame for her role as U Nhuoc in the 2002 martial arts series Wind and Cloud, alongside Trieu Van Trac and Ha Nhuan Dong. Her filmography includes other notable titles such as Pawnshop No. 8 (2003), The Daughters of a Thousand Gold (2004), The boundless heaven and earth (2006), Upright Hero (2011), and The New Adventures of Jigong (2014).
