Nguyen Van Manh, 49, from Duc Hop commune, Kim Dong district, was prosecuted and temporarily detained for violating road traffic regulations, under clause 2, Article 260 of the Criminal Code. Hung Yen Provincial Police announced this on 27/3.
Around 5:30 p.m. on 14/3, driver Manh was driving a truck, turning right at Bo Thoi intersection, located at the junction of Provincial Road DT384 and National Highway 39 in Viet Tien commune.
Police accused Manh of being overly focused on his phone call, leading to a lack of observation and failure to notice the people on an electric bicycle in front of him, traveling in the same direction.
The powerful collision resulted in the deaths of the two people on the electric bicycle.

This incident is one of 120 road traffic violations in Hung Yen province during Quarter I/2026, which were received and resolved by the Investigative Police Agency. The agency has prosecuted 16 cases involving 17 defendants.
According to police, a primary cause of these traffic accidents is drivers using their phones while operating vehicles.
Authorities advise people not to use their phones by hand while driving. In emergencies, individuals should use Bluetooth headsets or other hands-free devices as regulated. If texting or taking a long call, drivers must pull over and park in a safe location, using warning signals and ensuring they do not obstruct traffic.
