On 25/6, Pham Van Sinh (38), Le Dinh Luan (37), and seven others were emergency arrested by Dak Lak Provincial Police for investigation into gambling and organizing gambling.
Previously, on 20/6, police simultaneously raided multiple locations in Ea Kar commune, Ea Knop commune, and Tay Nha Trang ward, Khanh Hoa province, seizing various exhibits and related documents.
According to the investigation, since the beginning of the World Cup 2026 tournament, Sinh and Luan contacted two men, whose identities are yet unknown, in Khanh Hoa province to obtain master accounts for football betting.
They then divided these into multiple sub-accounts, which were distributed to gamblers. To evade police, Sinh and Luan rented an apartment in Tay Nha Trang ward to operate.
Additionally, the group used unregistered phone SIMs and highly secure messaging applications. These apps were configured with self-deleting message and access data functions. They also limited direct meetings and utilized various bank accounts for managing winnings and losses.
Initially, investigators determined that since the start of the World Cup 2026 season, this betting ring had facilitated football betting transactions totaling over 10 billion VND.
