According to the indictment, Truong Anh Thu established, managed, and used two YouTube channels starting from 14/10/2011. These channels were used to upload and share videos and articles related to leaders, the Party's policies and guidelines, and the State's laws and regulations. The channels collectively garnered approximately 93,000 views.
Between April and May 2025, the defendant uploaded four video clips containing violating content.
A judicial assessment by the Ho Chi Minh City Department of Culture and Sports concluded that these videos and their accompanying comments violated the Cybersecurity Law.
Specifically, the videos infringed upon the legal rights and interests of agencies and organizations, distorted history, denied revolutionary achievements, undermined national unity, propagated distortions, slandered the people's administration, and spread false information, causing public confusion.
Investigative agencies determined that Thu's actions constituted a serious violation, affecting state management order in cyberspace.
During the commission of these offenses, Thu suffered from a personality disorder, which limited her awareness and control over her actions.
