Deputy Minister of Home Affairs Truong Hai Long announced this information at a review meeting on the first 6 months of the year and the deployment of tasks for the last 6 months of the year for the home affairs sector on July 25.
According to Long, 85,447 people have received their decisions to retire or leave their positions. Of these, 77,278 people have already retired or resigned. The number of people whose funding is pending approval or has been approved is over 74,240. 20,410 people are waiting for approval and 53,830 have had their funding approved (41,000 people have received their allowances, accounting for 76%).
Compared to the end of June, the number of people who received retirement and severance pay increased by 15,380.
The Ministry of Home Affairs is compiling a report to the Prime Minister on the transfer of payroll quotas between ministries and sectors after the restructuring, and between the Ministry of Industry and Trade and localities after the transfer of market management forces to local management.
In addition, the Ministry of Home Affairs will continue to review and coordinate with relevant agencies to propose the transfer of payroll quotas between blocks such as central and local governments, ministries, sectors, and Party agencies, in accordance with the organizational streamlining plan.
After restructuring, localities have reduced 713 specialized agencies under provincial People's Committees and all specialized agencies at the district level.

The country currently has 28 provinces and 6 centrally-run cities, 3,321 communes, wards, and special zones. This merger is estimated to reduce over 18,400 payroll quotas at the provincial level, 110,700 at the commune level, and 120,500 part-time staff at the commune level. The entire two-level local government system is expected to have 91,784 officials and public employees at the provincial level and 199,000 payroll quotas at the commune level.
According to estimates by the Ministry of Home Affairs, the total budget savings from 2026-2030 will be 27,600 billion VND due to the reduction of officials and public employees at the provincial level; 128,700 billion VND at the commune level; and 34,000 billion VND due to the reduction of part-time staff at the commune level. Thus, the total savings in salary and administrative expenses is 190,500 billion VND from 2026-2030 due to the reduction of officials and public employees at the provincial, district, and commune levels, as well as part-time staff.
The estimated budget needed is 22,139 billion VND for 18,449 officials and public employees at the provincial level who resign or retire early, equivalent to 1.2 billion VND/person; and 99,700 billion VND for those who resign or retire early at the commune level. The cost of social insurance contributions for those who retire early without having their pensions reduced is 6,600 billion VND.
The total estimated cost from 2025-2030 for officials who resign or retire early due to the merger of administrative units at all levels is 128,480 billion VND.
Unemployment rate in the first 6 months of the year is below 3%.
Deputy Minister Truong Hai Long said that the Ministry of Home Affairs has submitted to the government 29 decrees, and ministries and sectors have issued 64 circulars on decentralization and delegation of authority. The Central Steering Committee for Streamlining Organizational Structure has issued many documents guiding the temporary arrangement of payroll quotas when organizing the two-level local government.
The Ministry also advised the National Assembly to pass the Law on Officials and Public Employees in 2025 with many new regulations, such as: connecting commune-level officials and public employees with the provincial level to unify and synchronize a single civil service regime from the central to the commune level; transforming the management method of officials and public employees according to job positions; completing the mechanism to attract high-quality human resources and policies for talented individuals in public service activities; allowing management agencies to sign contracts to perform certain public employee tasks with exemplary and outstanding entrepreneurs, lawyers, and experts.
According to the Deputy Minister of Home Affairs, the unemployment rate in the first 6 months of the year remained low, below 3%. There were 429,166 applications for unemployment benefits nationwide. Vietnam has sent 74,691 people to work abroad.
