The Thai Nguyen Provincial Party Committee announced Mr. Tuan's transfer on 15/11. This move aligns with the Politburo and Secretariat's policy of appointing all provincial chairmen from outside their respective localities.
A day earlier, Thai Nguyen Chairman Pham Hoang Son was transferred by the Secretariat to serve as deputy secretary of Bac Ninh Provincial Party Committee and nominated for election by the People's Council as provincial chairman for the 2025-2030 term.

Vuong Quoc Tuan, 48, hails from Bac Ninh. He holds a doctoral degree in business administration and is an alternate member of the 13th Central Committee. He previously held various positions in his home province, including provincial youth union secretary, secretary of the former Bac Ninh City Party Committee, and vice chairman and chairman of the former Bac Ninh Provincial People's Committee.
In 7/2025, when Bac Ninh merged with Bac Giang, the Prime Minister appointed Mr. Tuan as chairman of the new Bac Ninh Provincial People's Committee, a position he has held since.
The newly formed Thai Nguyen province, established through the merger of the former Thai Nguyen province and Bac Kan, covers an area of 8,375 km2 and has a population of 1,8 million. The resolution of the Thai Nguyen Provincial Party Congress in late September set goals for the locality to become a modern industrial hub with upper-middle income by 2030, striving to be a developed, high-income province by 2045.
