On the morning of 17/11, the People's Council of Thai Nguyen province elected Vuong Quoc Tuan, deputy secretary of the provincial Party Committee, as chairperson of the provincial People's Committee. All attending delegates approved the appointment. In his inaugural speech, Tuan stated he would dedicate himself to the people's interests, fostering a spirit of commitment, creativity, and responsibility within the administration.
Vuong Quoc Tuan, 48, from Bac Ninh, holds a doctorate in business administration and is an alternate member of the 13th Party Central Committee. He previously served as secretary of the provincial Youth Union, secretary of the old Bac Ninh City Party Committee, then vice chairman and chairman of the Bac Ninh provincial People's Committee before the province merged with Bac Giang. In 7/2025, he was appointed chairman of the new Bac Ninh provincial People's Committee; two days before his election in Thai Nguyen, he was transferred to serve as deputy secretary of the Thai Nguyen provincial Party Committee.

The new Thai Nguyen province formed through the merger of the old Thai Nguyen and Bac Kan provinces, covering 8,375 km2 with a population of 1,8 million. The provincial Party Congress in late 9 set goals for Thai Nguyen to become a modern industrial hub with upper-middle income by 2030 and a developed, high-income province by 2045.
Also on the morning of 17/11, the People's Council of Bac Ninh province elected Pham Hoang Son, deputy secretary of the provincial Party Committee, as chairperson of the provincial People's Committee with an absolute majority. Accepting the role, Son stated that Bac Ninh faces significant opportunities but also many challenges. He pledged to strongly reform administrative procedures, improve the investment environment to be "the fastest and most substantive," reduce costs for citizens and businesses, and strive to position Bac Ninh among the nation's leaders in attracting investment.
Son stated the province would prioritize inter-provincial, inter-regional, and national transport infrastructure. Concurrently, it aims to enhance social infrastructure, healthcare, education, and public spaces to match its status as a centrally-governed city.
Pham Hoang Son, 49, from Thai Nguyen, holds a master's degree in agricultural science. He previously held positions as head of the provincial Party Committee's Organization Commission, permanent deputy secretary, and chairman of the People's Council of the old Thai Nguyen province. When Thai Nguyen merged with Bac Kan in 7, he was appointed chairman of the new Thai Nguyen provincial People's Committee; and was transferred to serve as deputy secretary of the Bac Ninh provincial Party Committee three days prior.
The new Bac Ninh province formed through the merger of Bac Giang and the old Bac Ninh provinces, covering 4,718 km2 with a population of 3,6 million. The provincial Party Congress in late 9 set goals for the locality to become a centrally-governed city by 2030, aiming for a green, civilized urban area rich in Kinh Bac identity by 2045.
