The inter-agency inspection team concluded this after a field visit to the expressway on the afternoon of 12/2. The team included representatives from Road Management Area IV, Team 6 - Department 6 of the Traffic Police Department, Dong Nai Department of Construction, Project Management Board 85 (Ministry of Construction), Vietnam Expressway Development Investment Corporation, Airports Corporation of Vietnam (ACV), and other related units.
According to the inspection results, although the main route is largely complete, all parties agreed that the Bien Hoa - Vung Tau expressway does not yet meet safety standards and lacks the necessary procedures for a temporary one-way opening from Vung Tau to Bien Hoa. The remaining sections will continue to be completed.

Specifically, some sections of the guardrails are still under construction, protective fences are not fully enclosed, and the system of road signs and markings is incomplete. Many open connections to branch roads have not been closed, posing potential safety risks if the expressway were put into operation.
ACV representatives stated that the T2 connection section, related to the Long Thanh airport area, has not had its road markings completed. The lighting system there also lacks power connections, as it depends on infrastructure within the airport, with completion anticipated by 4/2026. Consequently, this connection section is not safe for use. ACV also has no plans for acceptance testing or temporary opening before Tet due to traffic safety concerns and incomplete legal procedures.
Contractors also recommended against allowing vehicles to circulate at this time to avoid risks, as the process of completing legal procedures and acceptance testing cannot meet the proposed schedule.

Concluding the inspection, all parties agreed to record all feedback for Project Management Board 85 to continue completing outstanding items and to swiftly finalize legal procedures as regulated.
The Bien Hoa - Vung Tau expressway is nearly 54 km long, features 4-6 lanes, and has a total investment of approximately 17,800 billion VND. The section passing through Ba Ria - Vung Tau (formerly) is 19,5 km long and was once hoped to open before Tet. When the entire route is operational, travel time from central TP HCM to Vung Tau will shorten from about 120 minutes to 70 minutes.
Previously, Project Management Board 85 proposed opening the main route of the Bien Hoa - Vung Tau expressway, the section from Long Thanh interchange to component project 3, before Tet Nguyen dan and temporarily opening it one-way from Vung Tau to Bien Hoa. However, this proposal was not approved after multiple inspections.
