On the morning of 2/4, the National Assembly Standing Committee provided input on preparations for the first session of the 16th National Assembly. National Assembly Chairman Tran Thanh Man announced that the session is expected to span 11 days, divided into two phases. The first phase will allocate three days for personnel work and three days for discussing laws and resolutions, followed by a one-week recess before the second phase.
According to the plan, on the morning of 5/4, National Assembly delegations will convene to elect their heads. That same afternoon, the National Assembly will hold a preparatory session to consider and approve the session's personnel consolidation program.
The National Assembly Chairman emphasized the need for detailed and thorough preparation, ensuring the quality of all dossiers and documents. The Ethnic Council, National Assembly committees, and related agencies are tasked with leading, monitoring, urging, and organizing rigorous verification.
Deputy Prime Minister Ho Quoc Dung stated that the government has closely coordinated with relevant agencies to fully prepare personnel dossiers and lists for submission to the National Assembly, ensuring democratic processes, strict adherence to regulations, and compliance.
According to regulations, during the first session of the new National Assembly term, delegates will consider consolidating high-level leadership positions. These include: the President, Prime Minister, National Assembly Chairman, National Assembly Vice Chairmen, Deputy Prime Ministers, Government members, members of the National Assembly Standing Committee, the Ethnic Council, and various National Assembly committees.

National Assembly Secretary General and Head of the National Assembly Office Le Quang Manh announced that the Standing Committee for Delegate Affairs has developed two options for implementing personnel work: either without discussion at the delegation level or with discussion at the delegation level. This matter will be submitted to the National Assembly for consideration and decision during the preparatory session on the afternoon of 5/4.
Beyond personnel matters, the National Assembly Secretary General also noted that the session is expected to address several important topics, including a Resolution on Vietnamese cultural development, a Resolution on the establishment of Dong Nai city directly under the central government, and specific mechanisms and policies related to land, science and technology, innovation, and digital transformation.
The National Assembly Office has reserved time in the second phase to accommodate urgent agenda items. It also urged the government to promptly finalize and submit all necessary dossiers and documents to National Assembly delegates to ensure the session's timely progress.
