Vung Tau authorities implemented a car ban on Hai Dang and Vi Ba roads, which lead to Nui Nho and Nui Lon mountains, respectively. The new regulation, marked by installed signs on 9/2, restricts access for most vehicles. Exceptions are granted to military units stationed there, businesses, official vehicles, religious establishments, and residents living in the Nui Lon and Nui Nho areas. These permitted vehicles are issued temporary permits and must adhere to a maximum speed of 30 km/h.

Nui Lon (Tuong Ky), standing at 245 m, and Nui Nho (Tao Phung), at 170 m, serve as Vung Tau's "green lungs". These mountains host popular tourist destinations like the Christ the King statue, Vung Tau Lighthouse, and a cable car system, attracting millions of visitors each year. However, the 3 km long Hai Dang road and 5 km long Vi Ba road are narrow and feature numerous sharp turns. This creates safety risks and causes significant congestion, particularly on weekends, holidays, and during Tet. Prior to this ban, the former Ba Ria – Vung Tau province had already restricted car access on these routes during morning and afternoon rush hours.

To accommodate visitors and residents, Vung Tau ward is planning an electric vehicle service for sightseeing. This new service is expected to be operational before the Lunar New Year. Additionally, car parks are being established at the foot of the mountains, providing convenient parking for both local residents and tourists.
