The communique from the 2nd Plenum of the 14th Party Central Committee, issued on the afternoon of 25/3, stated this content. Previously, the Central Committee had discussed the proposal for establishing Dong Nai as a centrally-governed city on the second working day of the plenum.
Dong Nai province is located in the Southeast region and is part of the Southern key economic zone. Following its merger with Binh Phuoc province from 7/2025, the locality will have a population of over 4,4 million, ranking third nationwide after Hanoi and TP HCM; its area will be 12.730 km2, ranking 9th.
In 2025, Dong Nai's GRDP increased by 9,63%, exceeding the government's target by 1,13%. The GRDP at current prices reached VND 677.932 billion, an increase of VND 84.468 billion; per capita GRDP reached VND 150,86 million.
Currently, there are 6 centrally-governed cities nationwide: Hanoi, TP HCM, Hai Phong, Da Nang, Hue, and Can Tho.

At the plenum, the Central Committee also discussed the five-year socio-economic development plan for 2026-2030, the national financial plan, medium-term public investment, and the public borrowing and debt repayment plan for the 2026-2030 period.
The Central Committee assigned the Politburo to consolidate and finalize conclusions based on the resolution, documents of the 14th Congress, and discussions; it also directed the Government Party Committee to lead the Government in completing relevant reports for submission to the 16th National Assembly for consideration and decision.
Additionally, the Central Committee reviewed and approved reports on the Q1 situation, the world and regional situation, future foreign policy directions, and important work the Politburo had resolved since the 1st Plenum until the 2nd Plenum of the 14th term.
The Party Central Committee called on the entire Party, people, and military to strengthen solidarity and unity, strive to overcome difficulties, and be determined to successfully implement the Resolution of the Party's 14th Congress.
